Jammers are much rarer to get and are most often already equipped on specific ships that you can purchase, rather than trying to purchase the component individually.

You can also occasionally purchase a completely new 'protected' ship that will come with these components already installed and will increase your chances of successfully hiding. But you should expect them to cost quite a bit of money.
